Internet Watch Dog Foundation (IWF) commenced in the year 1996 by the Internet Industry in UK. The purpose was to report potentially illegitimate online content. They function in partnership with law enforcement, government, online industry, education sector, international partners, charities, and the public in order to reduce the availability of such illegal content particularly those related to child sexual abuse hosted in any corner of the world, obscene and that which creates racial hatred hosted in UK. IWF is an autonomous body funded by EU and online industries such as mobile operators, manufacturers, Internet service providers, search providers, trade associations, content service providers, financial sector and various other organizations that support them for ethics of corporate social responsibilities.

Wikipedia is a multilingual free content online encyclopedia project. The articles in Wikipedia guide the users to the article they are looking for and offer additional information on that particular article. It is written in collaboration by the volunteers contributed from all around the globe, any interested person can edit these article. Since its inception in 2001 by the founder of Nupedia Jimmy Wales and Larry Sanger who was employed by Wales to work on the project of Nupedia. Wikipedia is an offshoot of Nupedia and it has seen a rapid growth since and is now the world’s largest website for reference attracting nearly 684 million people in a year.

Internet Watch Foundation on 5th December 2008 blacklisted an URL of the English version of encyclopedia’s article of Virgin Killer. It consisted of an illegal content under the Protection of Children Act 1978. It was the cover page of an album Scorpions 1976 on which the original cover depicts a nude young girl. However Wikipedia’s policies mention that it never censors such content that some of the reader may consider offensive and remove unsuitable content that is obviously illegal or vandalism under the law of the United States, State of Florida wherein the websites servers are situated. This had on effect on Wikipedia as Internet users usually have an IP address. Through Cleanfeed technology IWF had routed the traffic to the Wikipedia through those that were affected by the ISP by few proxy servers. This filtering of the proxy’s made it impossible to differentiate users and prevent Wikipedia vandalism as it had a ban on the anonymous editors from six ISP that accounted 95% of British.
